THE Ngoni community in Lusaka on Saturday bade farewell to Paramount Chief Mpezeni’s spokesperson and former permanent secretary in the Ministry of foreign affairs, George Zulu, who has been sent into the Foreign Service in Australia.
Chairperson of the Ngoni impis based in Lusaka, Max Nhkuwa described Mr Zulu as a caring and loving man whose presence will be greatly missed in the country.
“Mr Zulu was a kachele (shelter) to us. His door was always open to anyone of us, even if we are not his relatives. And most of all, he promoted the upholding of mwambo (culture),” Mr Nhkuwa said.
Kwezenaki Ngoma who has participated in organising the Nc’wala ceremony in the last 40 years, said Mr Zulu has been a key person in ensuring that the Ngoni culture is preserved.
Mr Ngoma, 78, said Mr Zulu has been promoting unity among the people and ensuring that Ngonis throughout the country uphold their traditions and culture.
And addressing the people that gathered for the farewell ceremony that was characterised by singing and dancing, Mr Zulu assured them that President Lungu has the interests of chiefs at heart because they are a vital part of local governance.
“The President told me to tell paramount Chief Mpezeni that he must not worry that one of his lower indunas, has been deployed into Foreign Service,” he said.
Mr Zulu has been sent to open a mission in Australia.
“When Nkosi (Mpezeni) heard that I have been transferred, he was not happy and even stopped eating. I informed the President about it and he assured me that Nkosi must not worry.”
“President Lungu told me to tell Nkosi that he is also his son and so he must not be distressed. I delivered the message and our chief is now happy,” Mr Zulu said.
Mr Zulu encouraged Ngonis for support President Lungu because he means well for the nation.
“Love President Lungu. Give him love. We must ensure that he continues to govern this nation,” he said.
Mr Zulu expressed gratitude that President Lungu found it fit to include him in his administration.

Katongo Gets Chipolopolo Recall
Felix Katongo is set to return to the Chipolopolo fold this weekend when Zambia faces Malawi after he received a late call-up to the national team which is currently in camp.
The 2012 Africa Cup of Nations gold medal winner was among the 13 players that were part of today’s training at the National Heroes Stadium.
Katongo is back in the country currently training with Green Buffaloes FC.
Other payers who trained today include Danny Munyau, Bronson Chama (Red Arrows), Fackson Kapumbu, Andrew Kwiliko (Zanaco), Jack Chirwa (GBFC), Benson Sakala (Chicago Magic), Lameck Silwamba (Mufulira Wanderers), Allan Mukuka (GBFC), Paul Katema (Red ARROWS), Webster Mulenga (Nakambala), Felix Katongo (GBFC) and Joseph Zimba (Red Arrows).

Burundi Protests: Three killed In Bujumbura
Three protesters have been killed in Burundi’s capital, Bujumbura, the Red Cross says, as demonstrations against President Pierre Nkuruziza’s re-election bid enter a second week.
The BBC’s Maud Jullien reports from the scene that police fired shots, and she saw two of the bodies being taken away.
Police denied killing the protesters, and said 15 of their officers had been wounded in a grenade attack.
The US’s John Kerry urged Mr Nkurunziza to abandon his re-election bid.
“We are deeply concerned about President Pierre Nkurunziza’s decision, which flies directly in the face of the constitution of this country,” the US secretary of state told reporters during a visit to Kenya.

Patriotic Front (PF) National Youth Chairperson Chishimba Kambwili has maintained that Dora Siliya who has now joined the ruling party should apologize for attacking late President Michael Sata’s regime.
Mr. Kambwili says he personally wants Ms. Siliya to apologize because her recent remarks suggested that the late President’s regime was more than xenophobia.
Mr.Kambwili stresses that he still stands by his statement as an individual that Ms Siliya should render an apology and that people should not expect him to smile for Ms Siliya before she apologizes.
Mr. Kambwili says he is driven by principle and nothing else.
He says there is need to learn from mistakes of the past in the manner politics are run by calling a spade a spade.
And Mr. Kambwili who is also Information Minister says he takes strong exception for who are junior members of the party such as PF media Committee vice chairperson Sunday Chanda to issue statements urging the public not listen to him as national youth chairperson.
He says there is nowhere in the PF party structures were the media committee exists wondering where Mr Chanda is drawing his authority.
Mr. Kambwili says he does not take offence with the statement from PF secretary general Davies Chama who has stated that the former Petauke Member of Parliament has been welcomed by the party wholeheartedly.

Bishop Matongo Acquitted Of Defilement
CAROLINE KALOMBE, Lusaka
THE Lusaka Magistrate’s Court has acquitted Joshua Matongo, a bishop of Joana Mosowe Church, of defilement of two girls who were recruited as sisters.
Bishop Matongo, 54, of Chisamba was charged with defilement, but when the matter came up for judgment before magistrate Betty Malupenga yesterday, Mr Matongo was acquitted due to insufficient evidence.
Mrs Malupenga noted that while a medical examination proved that the two girls had sex, there was no proof that the offence was committed by Mr Matongo.
She said though the girls testified that it was Mr Matongo who defiled them, this evidence needed to be corroborated with independent evidence.
Mrs Malupenga said the amended law on defilement requires that there should be independent evidence other than that provided by the prosecutrix to prove the offence beyond any reasonable doubt.
She noted that according to the first girl, there were women outside Mr Matongo’s house who were chatting and laughing as she underwent the ordeal.
Mrs Malupenga said according to the child’s evidence, she screamed but none of the women came to her rescue.

Ebola Survivors Can Spread Virus Via Sex
The Ebola virus can remain in semen for longer than previously thought, suggesting men who survive the disease should always use a condom during sex.
Health officials thought the Ebola virus could remain in semen for about three months, but a recent case in West Africa suggests infection through sex can happen more than five months later, the CBS News reported.
It was recently reported that a 44-year-old Liberian woman, whose infection likely came from a 46-year-old man who had Ebola symptoms September 2014, fell ill in March, a week after sex with him, and died, but another woman he had sex with around the same time tested negative.
CDC spokeswoman Kristen Nordlund said that there have been fewer than 10 such cases and it’s been difficult to pinpoint that sex was the only way they may have been infected. (ANI)

Gospel artistes Magg 44, Abel Chungu and Pompi have been nominated in the Best Southern African Artiste category at this year’s Groove Awards scheduled for June 1, 2015 in Nairobi, Kenya.
Speaking to the Weekend Mail, Pompi, who is a Groove Award 2014 winner, said the nomination gave him a great feeling.
“It’s awesome to know my music isn’t being appreciated only in Zambia and it’s also great to be nominated with my label mates, Abel Chungu and Magg 44,” he remarked.
The three artistes are nominated alongside South Africa’s Rebecca Malope, Benjamin Dube and Joyous Celebration.
Pompi recollected how over 22,000 fans voted for him to win last year’s Best Southern African Artiste Groove Award.
He said a second nomination was further testament that music is a universal language, and that being nominated next to greats such as Malope and Dube is “a huge honour”.
Artiste and producer Magg 44 said his nomination for the second time around came as “a nice surprise” and is an honour.
“It’s always unexpected, and to know that you have a following in other countries is a good feeling,” he said.
Magg 44 also shared that he is working on his second album, which he is targeting to release later this year.
The Groove Awards are considered East Africa’s premier gospel awards and will be in their 10th year running this year.
Lungu’s Lies Will Catch Up With Him -Nawakwi
Edith Nawakwi says President Edgar Lungu is in full campaign mode ahead of the 2016 general elections, which was causing him to make deceitful promises to the people.
And Nawakwi has warned that President Lungu’s lies will catch up with him, following his announcement of the lifting of the wage freeze without consulting his finance minister over government’s ability to increase workers’ salaries.
Meanwhile, the FDD leader said if Alexander Chikwanda had any modicum of decency, he would have resigned as finance minister and walk away after being overruled by President Lungu on the mineral tax system and wage freeze. Commenting on President Lungu’s May Day speech, Nawakwi warned citizens against believing the Head of State’s promises. “The country must get it very clearly that President Edgar Lungu is in a campaign mode for 2016. As you heard him say, he is trying to make his own shoes for 2016, that is the statement.
They are in an election mode and you will begin to see these announcements which have not been thought through or discussed by Cabinet,” she said. “He should have thought through and on Labour Day, he should have instructed the Minister of Finance to start negotiating.
If he said, ‘I have instructed all government departments to start thinking about hiring young people who are sitting depressed at home’, that for me, I would have been running around saying ‘thank you Mr President’. Because then it would have been devoid of the populist position intended for vote buying for 2016.” Nawakwi said the trade unions must be skeptical about the sincerity of President Lungu on the matter. “The trade unions must look at the following: One – is the President being genuine? And if he is genuine, can we have the lifting of the employment freeze because our young people who are dying of depression would also want to benefit from the President’s generosity. But for all intents and purpose, I read deceit in the President’s pronouncement,” she said. Nawakwi further cautioned President Lungu to be careful with lies.
“But you see, when you tell a lie, you must work very hard to cover it [up]. The ploy by government to say keep on negotiating and we will include it in 2017 budget, it will blow up like a katusha rocket and for me, that is my major concern. The sooner the President sits down to think about how he will govern us, the better for us instead of making promises which clearly he has no capacity to fulfil and I assure you at this current level of expenditure, he has no capacity to fulfil negotiated salaries for the public service, let alone the capacity to hire new people and finish the projects that they started,” she said. “This government is virtually bankrupt. Now everyone is excited and they expect something and when you expect something, it must be delivered. I hope the President is aware that he has to deliver at the end of negotiations, and if he is thinking that he will hoodwink the trade unions and the public service up to 2017, he is in for hot soup.” Nawakwi said President Lungu should have instead called for a meeting with the labour unions and the finance minister to understand the challenges on both sides. “And in all honesty, is the office of the Minister of Finance still relevant at this point in time? Under this current Minister of Finance? It is totally irrelevant.
He has been overruled on two major issues. The mineral royalty tax, the wage freeze and I want the President to overrule him equally on employment freeze. If I were Minister of Finance, that would be the last straw in my back, I would walk away. But you see, our friends don’t have the modicum of decency to be able to tell that their policy is defeated even in their own homestead,” said Nawakwi.
SAD:Amayenge Lead Guitarist Dies
Amayenge lead guitarist, Matthews Mulenga, has died. Mulenga, who had been with the band for 18 years, died on Sunday after an illness. Band manager Fraser Chilembo confirmed Mulenga’s death in an interview.
“He has been with the band since 1997 and it is a huge loss for us. He was part of the family, we have lost a brother,” said Chilembo.
Mulenga, who was part of the Oliya Band before joining Amayenge, is the second band member to die after founder, Chris Chali. The popular group was founded by Chali in 1978 in Choma, originally called New Crossbones.
Lungu Appoints Mumbi Phiri As New PF Deputy Secretary General
LUSAKA (Tuesday, May 5, 2015) — His Excellency Mr. Edgar Chagwa Lungu, President of the Republic of Zambia and of the ruling Patriotic Front (PF), has appointed former Munali member of Parliament as Deputy Secretary- General of the party with immediate effect.
President Lungu has also appointed Mrs. Phiri as member of the central committee of the ruling party.
The President has directed Mrs. Phiri to immediately take steps to mobilise the party by enhancing the on-going membership recruitment drive to grow the party from all willing citizens of Zambia.
The Head of State emphasized that the PF is a social-democratic movement founded on the principle of inclusiveness where any willing citizen was welcome.
“The democratic credentials of this great party is premised on our collective fundamental belief that we are a united family but one that is open to new ideas and new members. A free and open society is only possible when it is built on a broad-based agenda that speaks to diverse interests of all sections of society. The PF is a party that is always informed by diversity of content and character in terms of both ideas and individuals. This is who we are,”
President Lungu said.
The PF must always remain a party of those willing to freely associate with one another and prepared to accept the dictates of the moral majority.
Mrs. Phiri has assured the President that her first task will be to undertake a countrywide membership recruitment drive to attract all Zambians eligible for membership under the PF constitution.

214 Nigerian Girls Rescued From Boko Haram Pregnant: UN
The United Nations (UN) says at least 214 young women and girls recently rescued from the the camps of the Takfiri Boko Haram militants in northeastern Nigeria are pregnant.
The UN Population Fund (UNFPA)’s executive director, Babatunde Osotimehin, said Monday that many of these women are undergoing medical tests and screening for various diseases and infections, including HIV/AIDS.
“About 214 of those already screened were discovered to be at various stages of pregnancies, some visibly pregnant and some just tested pregnant; but we are supporting all of them with various levels of care to stabilize them,” the UN official added.
“Some of the children that were freed along with the women, it was discovered, were born in the forest and had never been out in the open until their release by the Nigerian Army,” Osotimehin said.
Nigeria’s army says it freed almost 7,000 women from various Boko Haram camps last week.
Army spokesman Chris Olukolade said Monday that soldiers found an additional 260 women and children, who had escaped from the terrorists, on the outskirts of Chalawa Village in the northeastern state of Adamawa.
Most of them come from the nearby town of Madagali and surrounding communities, he added.
Earlier on April 31, Nigerian army rescued 234 women and children from a Boko Haram stronghold in Sambisa Forest in the restive northeastern state of Borno.
Boko Haram militants regularly abduct women and girls during their attacks on various Nigerian villages and towns.
On April 14, 2014, the militants kidnapped 276 girls from a secondary school in the town of Chibok in Borno. Two days later, 57 of the girls managed to escape but 219 remained in captivity, reportedly in the Sambisa Forest.
It is still unclear if the missing Chibok schoolgirls are among those rescued recently.
Meanwhile, those who have been freed say the group is fracturing, as shortages of weapons and fuel foment tensions between its foot soldiers and leaders.
Boko Haram says its goal is to overthrow the Nigerian government. It has claimed responsibility for a number of deadly shooting attacks and bombings in various parts of the country since the beginning of its militancy in 2009, which has so far left about 15,000 people dead and displaced about 1.5 million.

PF Internal Elections – Will the Party Emerge More United Or More Divided?

If not handled well, the PF elections taking place across the country may leave the PF more divided than ever before. While President Lungu has, without prejudice, shown the courage of embracing every member – new or old – and different camps from the last party elections, it seems those who have overstayed in party positions and whose leadership has become unpopular at the grassroot are resisting change and new ideas of running the party. They still want to hold on to the party as if the party is a personal personal property.
There is no doubt that there are some people who have been in leadership since the PF was formed that can add value to the new type of politics that require all voters to be embraced. But there are many more who just should have stepped aside and give way to new ideas. You cannot hold on to Ward positions as if it’s a personal property.
Within all political parties, people must never be scared of internal democracy expressed through elections. I was one of the people who challenged President Lungu to go to the Convention rather than get hand-picked by top PF Party leaders and MPs whose only interest was to keep their jobs and positions. Am glad President Lungu did. I will remind the UPND of the same but for now, let me focus on the elections going on in PF.
With the current election going on in the PF, the party is steadily witnessing the emergence of camps within its grassroot structures, with each camp coming up with its own line-up of preferred leaders to work with. It is no longer about individual candidacy but its now about group candidacy. If u you are a candidate and your name doesn’t appear on the printed line-up in one group, just know you are not welcome to that group. You must belong to another. When one asks you why you belong to the other camp, the only answer you can have is, “nanga ndine mwana wa nyoko?” Or “nanga PF ni party ya nyoko?”
And then, there seem to be two fees for candidates vying for the same positions in some PF Wards. For example, on ward level, the PF has set K10 as Nomination Fee for every candidate. Some who are collecting these K10 have found a way of stealing from the party and candidates by charging K30, against what the Party has set. No top official has condemned this daylight theft among those collecting nomination fees.
And wanting to go unopposed, some camps with leaders who currently hold positions in the party structure have gone a step further to use that power to create new structures such as Branch Executive Committees e.g. Davies Chama Branch, Inonge Wina Branch, Edgar Lungu Branch, etc, for purposes of having numbers to win the vote and flushing out old members who are on registers. These new but adhoc Branches formed from tapping into the membership of parties like NAREP, persons with no voters cards or any trace of having belonged to the PF at any time in history, have purely been established for the sake of current Ward leaders securing a vote for themselves and their preferred colleagues. They are adhoc. They are more like political rallies we witnessed across the country that had more numbers than actual voters.
In some branches in constituencies like Matero Constituency where some genuine PF members supported Miles Sampa and others supported President Lungu in the run-up to the PF convention, those that supported President Lungu are almost flushing out genuine PF members who supported Miles Sampa in favour of the new adhoc members they have brought in so that they can get an unanimous vote for their group. What is making the situation worse is that some leaders from top structures of the party seem to be divided in favour of one camp against the other, making it difficult for the top structures to unite the camps that have formed within the lower organs of the PF.
WHAT IS THE WAY FORWARD?
Going by the last Presidential by-election, the PF must realise they don’t need to lose any one vote from either old members or new members of the party, including those original members that went away and have come back to ensure the PF values are not lost in the process. The PF need the old leaders just as they need new leaders of their party.
One way to avoid the headache that has characterised these ward elections is for top structures such as Provincial and District Executive Committees to refuse to be ones to determine the electoral college i.e. persons that shall vote but to direct Constituencies to have meetings with the current Ward Committees (before they are dissolved) to iron issues of acceptable registers of the party. The Constituencies must not be Judges in these matters but facilitators among the 24 Ward Committee members to say which register they accept and which one they won’t accept to to be used for purposes of Ward Elections. The 24 Original Ward Committee members must vote, if need be, on maintaining a register or doing away with the register of voters.
At the end of the day, the entire leadership of the PF must emphasise the need for unity among the camps that are forming because of these ward elections. These elections must not be about the group of people who agree to work together but individuals who give themslves up to the party to work with whoever is elected into leadership.
The biggest danger that I see is that in an event that top leadership does not promote unity or are seen to be biased against one side, these divisions will create discontent among some PF members and it’s the party that will ultimately lose out as each vote counts. There are lots of parties that are eyeing for one camp against the other and are waiting for the outcome of these elections to make their next move in their membership recruitment drive. The PF doesn’t want to push it’s voters away to other partys. It’s an undeniable truth that most current Ward Chairmen and their people are in touch with Rainbow Party because the allegiance of most of these Ward Chairmen was to Wynter Kabimba, but they stayed in the PF because the PF is in power and they are in positions of authority for now.
The PF must amicably resolve the issue of the electoral college. And when proceeding to these Ward Elections, the standard practice has been to dissolve the Ward Executive so that old leaders don’t pose an undue influence on the voters.
Those who want to use an excuse that one belonged to the Miles Sampa or Edgar Lungu camp must also remember that PF has not been the same since its formation and breakaways. While others temporarily left the party because of some disagreements and are back, others that stayed including some leaders are known to have two legs in PF and the Rainbow Party. Granted, others can be said to have supported Miles Sampa against Edgar Lungu but who is better, one that supported Miles Sampa who is PF or one who is a PF leader in name and title but having allegiance to Rainbow Party/Wynter Kabimba and NAREP?

May 29,Tayali’s Judgement Day
Zambian Voice Director Chilufya Tayali has closed his defense in a case where he is accused of having raped Ruth Zulu.
The accused was placed on his defense after being found with a case to answer by Lusaka magistrate William Banda.
And on Wednesday Mr. Tayali presented his niece Chipasha Wantuka as his one and only witness.
Chipasha told Lusaka magistrate William Banda that she was a friend to the victim.
She told the court that Ruth Zulu told her that it was Not her initiative to take Tayali to court, but her boyfriend’s.
Chipasha claimed that the victim apologized to her for having dragged her uncle to court.
She said Ruth might have accepted to drag Tayali to court to save her relationship with the man she was engaged to as well as her name in the family.
Mr. Tayali however had difficulties cross-examining the witness as the court did not agree with the manner he was asking the questions.
This forced the accused to abandon some of the question that he wanted to put across.
In this matter Mr. Tayali has denied raping Ruth insisting that the two had consensual sex intercourse.
The Lusaka Magistrate William Banda has set May 29,2015 as judgement date.
He has however allowed Mr. Tayali and the state to make written submission
Dogs Bite Serenje Man’s Private Parts
A 43-YEAR-OLD man of Serenje in Central Province is nursing serious wounds in Serenje District Hospital after dogs bit his genitals and leg.
Geoffrey Mwansa said from his hospital bed that he was bitten by three bull dogs in Luombwa Farm Block where he had gone to visit his relatives.
Mr Mwansa said the incident happened on Saturday around 16:00 hours when he was passing through Luombwa main road when a woman, who was with the dogs, allegedly released them.
He said after the attack, he asked the woman to take him to hospital but she refused, accusing him of trespassing on her farm.
And Serenje District Hospital medical officer David Sutinaken said Mr Mwansa’s condition is stable but that the injuries he sustained are dangerous because he does not know whether the dogs are vaccinated against rabies.
Dr Sutinaken has also appealed to owners of the dogs to assist victims acquire anti-rabies vaccines if their dogs are not vaccinated so that lives can be saved.
Meanwhile, Serenje district veterinary officer Brian Hacamba has advised dog owners to ensure rabies vaccination status of their dogs is valid because the disease is endemic in the district.
Dr Hacamba has also called on dog owners to ensure their dogs are confined or tied during the day to prevent them from biting people. – ZANIS
ZAF Officer In Defilement Attempt
POLICE in Lusaka have arrested a 47-year-old Zambia Air Force non-commissioned officer (ZAF) for allegedly attempting to defile his 10-year-old niece in a car at Leopards Hill cemetery.
Lusaka Province commissioner of police Charity Katanga said yesterday that Stanley Longwani, a warrant officer class two, of Twin Palm Road was allegedly found naked attempting to rape his niece of the same abode.
Ms Katanga said the two were found by members of the community, among them Longwani’s colleague, who apprehended him and took him to Woodlands Police Station.
The girl was given a medical report form and taken to hospital for a check-up.
“They were both found naked in his car at the graveyard by a lady ZAF officer and members of the public,” she said.
She said the two were found in a silver Toyota Corolla after Mr Longwani drove into the cemetery with the girl.
