A 27 year-OLD block maker of Chilenje Township in Lusaka has denied having sex with a dog.
Shadreck Phiri told, magistrate Humphrey Chitalu that he was not guilty of the offence.
This is in a matter in which Phiri is facing one count of bestiality.
After the charge was read out to him by Mr Chitalu, Phiri told the court that although he understood the offence he is facing, he was not guilty.
It is alleged that Phiri was caught having sex with a dog.
In another development, An administration manager at Zamstone, a quarrying company based in Lusaka west has pleaded not guilty to obstructing inspectors from the Zambia Environmental and management Agency (ZEMA).
Chimuka Himachila, has pleaded not guilty to another count of refusing to give reasonable assistance to ZEMA inspectors who served a compliance order to the quarrying company for abrogating the environmental management act.
Mr Himachila is alleged to have refused to sign a compliance order from the agency and also obstructed an inspector in her course of duty on August 28.
Operations at the quarrying company have since been suspended following ZEMA inspectors’ issuance of a compliance order for breaching the Environmental Management Act.
The company is alleged to have not put up sufficient measures to mitigate the amount of dust that was coming out of the plant.
Lusaka Man Denies Having Sex With Dog
Mob Batters Chipata Defiler
A Chipata man in his late 50s was battered by a mob for allegedly defiling two minors in Mchini Township.
The incident happened on Wednesday afternoon when the man identified as Katusi Katusi took advantage of the minors in unclear circumstances.
Mr Katusi was dragged to the police station by the residents after battering him.
Eastern Province Commissioner of Police Grace Chipalila confirmed receiving the report of defilement in an interview yesterday in Chipata.
“Yes we have received the report of a man who allegedly defiled the minors but we are yet to know the circumstances. I will give a detailed report later,” Ms Chipalila said.
And Zambia Police has recorded 8,699 cases of Gender Based Violence (GBV) countrywide since January this year.
This came to light during a three-day Women in Law in Southern Africa (WILSA) research and education trust multi – sectoral training in GBV case management workshop in Chipata yesterday.
Police Inspector Achaje Magai said in his presentation on GBV that 4,496 cases were reported in the first quarter and 4,203 in the second quarter this year.
He said this year, 8,699 cases have so far been reported.
He said cases of GBV are under reported due to difficulties in disclosure and disaggregated documentation of information.
Mr Magai said there is need for the police to foster public confidence by continuing to provide protection of victims of GBV as well as establishing the Anti GBV fund.
Preisdent SATA Has Proved Skeptics Wrong -Tayali
Zambian Voice says President Michael Sata has proved skeptics who thought he would not manage to open the fourth session of the eleventh National Assembly wrong.
Zambian Voice Executive Director Chilufya Tayali has told Qfm News that President Sata has well to proceed and officially open Parliament even when some people doubted his capacity to do so owing to speculation on his health.
Mr. Tayali says President Sata needs to be commended for his courage and commitment to perform his duties.
Mr. Tayali adds that he will take time to study the President’s speech before commenting on it.
Urinating Politician Apologises
Suspended MMD Eastern Province youth chairperson Chembe Daka says he deeply regrets urinating in the council chamber during the totalling of results for the recent Kasenengwa by-election.
In a statement issued yesterday, Daka sought forgiveness for the incident, and apologised unreservedly to the province and the nation.
“Allow me to apologise to the whole nation and the entire province for the embarrassment and shame I caused on Thursday night in the Chipata council chamber. I deeply regret what took place and I am asking to be given room for improvement. I will be most grateful to be forgiven as the issue was a public disgrace,” the statement read in part.
A drunk Daka had been sleeping throughout the tallying period in the council chamber and was only awakened around 01:30 hours on Friday September 19 by shouts of people celebrating news that MMD’s Victoria Kalima had taken an early lead in the by-election.
In a stupor, Daka staggered to his feet and after struggling with his zip, relieved himself in full view of officials from the Electoral Commission of Zambia and other stakeholders.
Most of the election monitors in the chamber burst into laughter as an oblivious Daka continued relieving himself.
Amid the shock, Kasenengwa returning officer Noel Sichale asked police officers in the chamber to arrest Daka.
Daka was detained at Chipata Central Police and was only released after paying an admission of guilt fine.
The case has since been closed.
Daka was not seen in public for several days after the incident.
Eastern Province MMD secretary Samuel Lugomo Phiri said the party’s committee would soon meet to discuss Daka’s issue.
Zimba Man Dies After Drinking ‘Holy Water’
A 47-year-OLD man of chief Simwatachela’s area in Zimba district has died after allegedly consuming water mixed with blue anointing oil given to him by a clergyman.
Southern Province police commissioner Mary Chikwanda named the deceased as Geoffrey Simaubi and that two suspects believed to have aided the clergyman to conduct a church service had been detained in connection with the matter.
Chikwanda identified the clergyman as Paul Njobvu of an unknown address.
A police source said after preaching, Njobvu called for sinners to step forward in repentance and he produced holy water, which he sprinkled on them while persuading others to take some for them to be protected by the blood of Jesus.
Chikwanda said Simaubi allegedly took the holy water, which is suspected to have caused his death.
“Pastor Njobvu held a preaching service on Tuesday around 17:00 hours at some place in Simwatechela village in Zimba, where he introduced himself as a clergyman from a known church. He sprinkled and gave people holy water that contained a blue substance, suspected to be anointing oil, with poisonous substance in it,” Chikwanda explained.
She revealed that after Njobvu left the place around 19:00 hours, Simaubi vomited, became unconscious and died minutes later.
The police said Simaubi’s body was taken to Zimba Hospital, where a post-mortem was conducted and results were expected yesterday.
And Chikwanda warned members of the public to be careful, adding that some people calling themselves preachers were not genuine.
UPDATE: What Is Happening Now In TB Joshua’s Church
After the ever bubbling Synagogue Church was dramatically thrown into a simmering confusion as a result of the collapse of the Church’s foreign guest house building where more than 80 people have been reportedly killed, people from far and near have continued to throng the place to see the extent of the damage.
While some were there to find their friends and loved ones who either are members of the church or workers in the vineyard of God, others have come to show solidarity to the man of God.
As some foreigners were seen waiving their country’s flags in solidarity for the founder of the church, Pastor TB Joshua, a middle aged woman made a desperate dash from one corner to another in search of her son trapped in the collapsed hostel building on Wednesday.
She mumbled just a few words in prayer: ‘God forbid he was there’, as the tractor pulled out some debris laced with human clothes. Fears, tension was in the air as wailing and shout of ‘Jesus’ took over the area. Security operatives had a hectic time controlling the surging crowd just as rescue work continue day and night.
However, the last may not have been heard about the
Figures of bodies recovered from the debris of the building. Before press time, Vanguard gathered that over 30 Church workers who were cleaners and house keepers were still trapped in the building. These workers were said to have gone into the building early on Friday morning to carry out their daily duties and since have not been found.
We gathered that some friends and relatives of the hostel workers who saw them before the incidence had called their telephones lines but without success.
Some of them were seen with their hands folded to their chest even as they combated the stench that oozed out of the rubble.
A by-stander perceived to be member of the church said over 50 young men and women work in the building daily, adding that no fewer than 30 of them had gone inside the building for their usual house keeping before the collapse that Friday. He added that none of them has been rescued.
“We have tried to call the telephones of some of them but their lines were not going through. I think they are still trapped in the debris,” he said.
When asked to say more on the workers, he said the atmosphere was tensed and could not say anything further. “ Most of these people you are seeing here are relatives and friends of the church workers searching for their loved ones.
“Some of them went into the building to work on that faithful day but have not returned since then and their dead bodies have not been seen, so, talking to you would be difficult for now. It is possible that they are alive.”
As at the Wednesday, the death toll had risen to 80 with the recovery of additional 17 victims comprising of 12 women and five men, bringing the total number of survivors at 131. Since rescue workers have not gone to the last level of excavation, more bodies could still be recovered.
As the caterpillars excavated the debris, oozing stench rent the air, lending credence to the assumption that more victims are still trapped under the rubble. During the excavation Wednesday, our reporters saw clothes and other personal effects belonging to the victims in the debris.
The collapsed building
Vanguard gathered that the hostel which was basically renovated to accommodate more members have the capacity to accommodate 400 people. We also gathered that no fewer than 200 people mainly foreigners would have been trapped in the rubble.
Further investigation revealed that registration processes for accommodation in the building were done online and the payment made annually. Informed sources disclosed that after registration, assessment of the individual would be done for security purpose before approval is given. Tenancy is reviewed annually, source said.
It is no longer news that the collapsed building was a two-floor building before more floors were added, a development many said could have caused the collapse.
TB Joshua’s four Wise men
Close source and member of the church disclosed that Pastor TB Joshua’s only duty was to preach in the church while issues about miracles are carried out with the aid of those he called the four-wise men. The identity of these four wise men are not known but source indicated that two of them are foreigners. According to him, they are: Wise man Racine Bousso, Senegal, Wiseman Daniel Emelandu, Nigeria, Wise man Christopher Orji, Nigeria and Wiseman Harry, Greece.There duties are to lay hands on people, carry out some healing with the anointing of Pastor Joshua himself. He stated that the Pastor delegated the duties after founding these men worthy of carrying out miracles.
Thousands of miracle-seeking people flock to the Synagogue of All Nations every week. They come from home and abroad. Many visit for healing and vision. Pastors also throng the place, seeking power of anointing and healing.
Accommodation business
The tragedy may have opened another revelation to the accommodation problem in the area and how people eke out living from their properties. We gathered that apart from the Church controlled hostels, landlords have turned their houses and apartments into chalets for rents to miracle seekers who come from afar to the church.
We gathered that worshipers seeking accommodation outside the church-controlled hostel pay as much as N4000 to N3000 per night while those who cannot afford the money sleep on the floor of the Segun Irefin street, outside the church building.
We gathered that the business booms for landlords as many of them were said to have abandoned their other source of livelihood to rent out apartments and rooms to worshipers. Some of them who spoke to us confirmed that it was a thriving business in the area.
“The collapsed building has not affected the business. Many people still come seeking accommodation”
One house agent who simply identified herself as Mama Chichi, said: “the business has never recorded any low patronage. The building collapse did not affect any business in this area. We have been going about our normal businesses. People still believe in the man of God and they still come for their services,”. “ It did not even affect the prices of the accommodation. The least house we have here goes for N3000 for a night.”
Again, on Opeloyeru Street, in the neighborhood, there are two guest houses named Villa Bound Pilgrims Hostels situated at the beginning and at the end. They were all quiet and seemed deserted without guests. It was gathered that some people who came from far and near to worship at Synagogue checked into the hostels. It was dull as many residents were unwilling to talk.
Other businesses
A food vendor said that they recorded a lot of sales last Sunday as the church did not offer their worshipers the normal meal they used to serve during Sunday services because of the tragedy. “We sold very well that day. Most people that came for worship came to us for meal because, the building that was affected, part of it was used for their canteen. When we saw what happened, we quickly prepared enough food knowing that the church will not be able to serve members because of what happened.
Neighbours react
A man lamented that some enemies of Pastor Joshua were at work. Although, I am not a member of the church I watch the man on television and see what he does. He is the messiah of our time. I am a member of Charismatic Renewal Church, but I believe in this man and I love his Ministry. He has been empowering people and changed the lives of the less privileged including the poor, widows, physically challenged among others.
At Segun Irefin Street, another resident expressed shock, accusing the devil of being responsible for the disaster. “Satan does not like the good work the church is doing here. So they want to spoil and damage it. But God won’t allow evil to triumph over good. I was not in the church last Sunday. I’ve come to see the place. But the police prevented me from entering the site. Satan is a liar,” the young woman concluded.
An engineer who resides in the area said: “I believe it was a structural failure. When you overload a structure with additional ones, it will sink. The base gave way and the building collapsed. If there was a plane which hovered above, that should be left to the aviation authority to find out.”
It was in reaction of Joshua’s claim that a terror attack might have been responsible for the collapse, saying that a plane had hovered around the complex before the collapse.

Condoms Too Small For Ugandan Men
Condoms in Uganda are allegedly too small, leading to urgent calls for larger sizes from the government.
Dozens of Ugandan men have complained to MPs about their condoms being too short for their sexual organs.
This has led to increased pressure during sexual intercourse, which can cause unexpected ‘bursting’.
HIV is a big problem in the central African nation with as many as 80,000 dying of the disease each year.
Condoms are seen as key in the battle against the disease, which is why complaints about size are being taken so seriously by MPs.
‘Some youth are complaining that the condoms they are being given, some of them are too short, their organs can’t fit in them,’ MP Merard Bitekyerezo told the NTV Uganda News channel.
Another MP, Tom Aza, said: ‘When it comes to action, when they’re having sexual activity, of course with the pressure, it bursts.
‘[Some men] have bigger sexual organs and therefore should be considered for bigger condoms.’
Average international condom sizes are between 6.9 and 8.5 inches, however some XXL condoms can reach 9.25 inches.

ZRA Rithholds K4bn Refund

THE Zambia Revenue Authority (ZRA) has withheld K4 billion Value Added Tax (VAT) refunds on account of tax-payers not submitting necessary documents in accordance with Rule 18.
And ZRA has also paid out K762,747,465.47 in taxes to exporters, including those in the mining sector who have submitted receipts and export certificates in compliance with VAT Rule 18.
ZRA commissioner general Berlin Msiska said at a media workshop in Lusaka yesterday that the proposed amendment of VAT Rule 18 has been put on hold to conclude consultations with various stakeholders.
“The proposed amendment of VAT Rule 18 was not published in the gazette notice and is therefore not law. What was supposed to happen was to have the gazette notice go through the Government Printers, numbered and then it becomes a piece of law.
“But that is not what we did. Instead upon getting further concerns from the public as well as the private sector, we decided not to go ahead with making that gazette notice law and that is the position we are in right now,” Mr Msiska said.
He said the tax refunds amounting to K4,091,889,682.11 currently withheld by ZRA can only be remitted to tax-payers if VAT Rule 18 is changed retrospectively to the 1997 law as requested by the mining sector or documentation provided as required under the current VAT Rule 18.
Mr Msiska said the recently published statement by ZRA to amend VAT Rule 18 was not published by Gazette Notice and is not law.
Recently, ZRA issued a statement to announce intentions to amend VAT Rule 18 effective September 8, 2014.
Mr Msiska said ZRA will make amendments to the law once consultations are concluded.
“As long as we get clarity in terms of consultations, we should be able to make certain adjustments if need be.
“The refund can only be remitted if it’s changed backward to 1997 or as required by law.Otherwise, tax-payers are required to adjust their supplies from zero-rated to standard-rated and apply 16 percent VAT rate,” he said.
Meanwhile, Mr Msiska says ZRA is an autonomous body which operates without political interference.
“ZRA is one of the institutions given the autonomy to operate without political influence. At no point have we followed up someone because they are not in good books with Government,” Mr Msiska said.
On revenue collection, ZRA said it has collected about K1.7 billion as at August 31.
‘Stop Jostling For Presidency’
PARLIAMENTARY Chief Whip Yamfwa Mukanga has advised members of Parliament to stop jostling for Presidency.
Mr Mukanga, who is also Minister of Transport, Works, Supply and Communication, said there is no vacancy for the office of President for any member of Parliament to eye the position.
“I am urging MPs to stop talking about the Presidency because His Excellency President Michael Sata is the President. Let’s also stop dwelling on trivial things and finger-pointing. Let’s stop washing dirty linen in public,” he said in an interview.
Mr Mukanga said parliamentarians should concentrate on working for the people who voted them into office.
“We have a lot to concentrate on as MPs. We have a huge task to implement what is contained in the President’s speech which he delivered during the official opening of parliament,” he said.
Mr Mukanga called on members of the Patriotic Front to remain united, and support President Sata.
And Vice-President Guy Scott had a toast with new additions to the National Assembly who include Vubwi member of Parliament Margaret Miti (PF), Zambezi West Member of Parliament Christabel Ngimbu (PF) and Kasenengwa member of Parliament Victoria Kalima (MMD).
Dr Scott shared a light moment with the new MPs in his office at Parliament building.
And Mr Sata has urged youths to refuse to be used as agents of violence before, during and after elections.
Mr Sata said in his speech to Parliament the country has held a number of by-elections some of which were characterised by incidences of violence involving youths from different political parties.
He said this when he opened the Forth Session of the National Assembly yesterday.
“Once again, I strongly condemn violence during elections because it is a danger to our democracy. Let me call upon the youth not to be used as agents of violence,” President Sata said.
He appealed to political parties to be civil in their campaigns.
The head of State also congratulated the seven newly elected members of Parliament from Kasengwa, Vubwi, Mkushi South, Solwezi Central, Zambezi West and Mangango.
Kitwe Hubby Gets Death Penalty for Killing Wife

KITWE High Court judge Chilombo Phiri has sentenced a man of Kalulushi’s Chambishi township to death for killing his wife by repeatedly stabbing her with a knife on different parts of the body.
Ms Justice Phiri sentenced Frank Sinkala on Wednesday after she found him guilty of murder.
She said there was no extenuating circumstances in the case to warrant an alternative sentence other than the mandatory death penalty for persons convicted of murder.
Particulars of the offence are that on February 28, this year, in Kalulushi, Sinkala allegedly murdered Catherine Kasenge. He denied the charge.
In passing judgment, Ms Justice Phiri described the wounds suffered by the deceased as grave and horrific.
She said was satisfied that the prosecution had proved its case against Sinkala beyond reasonable doubt.
“There are no extenuating circumstances in this case. The accused person unlawfully stabbed the deceased. He should have known or ought to have known that his actions would cause death or grievous bodily harm,” Ms Justice Phiri said.
She added that Sinkala had malice aforethought when he stabbed Kasenge.
Ms Justice Phiri dismissed Sinkala’s defence as an afterthought which was devoid of logic.
In his defence, Sinkala told the court that when he arrived home from Nakonde, a friend to his wife allegedly informed him that his wife had an extra marital affair.
He further claimed that his wife’s lover allegedly spent nights at his home and that the two love birds planned to marry.
Prior to the incident, Sinkala and his wife had been on separation for four months as the former allegedly sold the latter’s plot without her consent and went away with the money.
Sinkala claimed that his wife’s alleged lover fought with him and attempted to stab him but on all four occasions, he missed the target and instead stabbed Kasenge.
“How come this mysterious man on four occasions kept missing target on the accused and only hit the deceased?”
“The accused is a pathological liar, who even lied on obvious facts such as where he was apprehended from,” Ms Justice Phiri said.
In mitigation, defence lawyer Nyambe Mukaya said Sinkala had left two children of a tender age.
“As already stated in my judgment, there are no extenuating circumstances in this case. I therefore sentence you to death. You shall be hanged until pronounced dead,” Ms Justice Phiri said.
Mufulira’s Kansuswa Gets First Secondary School
GOVERNMENT has started the construction of the first ever secondary school in Kansuswa township in Mufulira.
Speaking during the ground breaking ceremony on Thursday, Mufulira member of Parliament John Kufuna said the school will be constructed by Manicks Investment Limited using the Constituency Development Funds (CDF).
Mr Kufuna, who is also deputy minister of Local Government and Housing, said Government attaches great importance to the provision of quality education.
He said the construction of the first ever secondary school in Kansuswa demonstrates Government’s desire to make education accessible to the majority of Zambians through accelerated infrastructure development.
Kansuswa has never had a secondary school and children in the area have to walk to other parts of Mufulira for secondary education.
“This school is going to help our children who have been travelling long distances to access education at schools such as Kantanshi, Butondo, Mufulira and other secondary schools,” Kufuna said.
He said the previous Governments failed to build a school in Kansuswa but PF has managed to do it within three years of its reign.
He said Government has also upgraded Buyantashi and Kalanga primary schools to secondary school status.
“Apart from that, Government will upgrade the school in Kalukanya to a secondary school,” Mr Kufuna said.
He has since warned Manicks Investment Limited against doing shoddy works.
“I am not going to tolerate any shoddy works due to poor workmanship. You should work hand in hand with the project committee which is going to be formed and with the area councillor so that the work can start and be completed within the reasonable time,” Mr Kufuna.
He urged the community to be vigilant and to desist from stealing construction material or equipment which will be used by the contractor.
Mufulira district commissioner Chanda Kabwe appealed to the contractor to speed up the process of constructing the school.
Mr Kabwe also urged the contractor to employ local people.
And Mufulira deputy mayor Dorothy Lukwesa thanked Mr Kufuna for the role he has played in ensuring that the school is constructed in Kansuswa as it will not only benefit the people of that area but also those from Kafironda and surrounding areas.
Lungu Counsels SATA’s Speech Critics
ACTING President Edgar Lungu says those attacking President Sata’s speech during the official opening of the Fourth Session of the Eleventh National Assembly on Friday are free to express their opinion on the matter.
Mr Lungu, who is Minister of Defence and Minister of Justice, says the President is free to choose the time to spend on presenting his speech.
“It is his time, what is wrong with that? If he wanted, he could have just declared Parliament open, laid the speech on the table and walked out. Each one has his own style of doing things and traditions and practices are not cast in concrete.
“Why should people insist that he should do things like his predecessors did? The speech is there and we will debate it. So what’s wrong with that really? If he talked too long people were going to accuse him of being talkative,” Mr Lungu told journalists in Lusaka yesterday.
He said Government will take on board MMD president Nevers Mumba’s sentiments that President Sata should be allowed to take a rest from strenuous activities.
“If they are worthy, they will be considered. Zambia is a democracy, people are free to air their opinions…I am not a doctor, I am just a politician and people can talk, they are allowed to talk. Mr Nevers Mumba has spoken, we have heard and another one will speak contrary to that. Thank you for his opinion,” he said.
The PF secretary-general dismissed assertions by some sections of society that the PF government is forcing Mr Sata to perform his Presidential duties.
“Let’s not go into the realm of speculation. All of us have people we live with, who we listen to, and who guide us on access to medication…so I don’t want to go into the realm of speculation and take it upon myself to be the most concerned about the President or any other person for that matter.
“Let him [Dr Mumba]not be holier than others in this matter because his role and my role are different. Probably I may be or I may not be the best person to advise the President…so why should I take it upon myself to be the keeper of my brother?” he said.
And Mr Lungu has maintained that his predecessor, Wynter Kabimba, whose name appeared as still a nominated MP in Friday’s programme for the official opening of Parliament, is no longer part of the House.
“When I was appointed Minister of Justice, it automatically meant that my colleague, who hitherto was Minister of Justice, had his appointment [as nominated MP] revoked… so which ministry is that name representing? For practical reality the man is out of Parliament,” he said.
Transporters Cry Foul Over Foreign Fuel Dealers
THE Transporters Association of Zambia (TAZ) has threatened to withdraw its transport services in the fuel industry if the Energy Regulation Board (ERB) does not stop the foreign transporters from transporting fuel in the country.
TAZ president Roberto Sabbadin said in Ndola on Friday at a press briefing that the association is concerned at the rate at which foreign transporters are freely conducting their businesses at the expense of local fuel transporters.
Mr Sabbadin said it is sad that ERB has not effected the ultimatum that was given to it by Mines, Energy and Water Development Minister Christopher Yaluma on the ban on foreign fuel transporters.
The association has since given the ERB an ultimatum of up to Monday to respond to the concerns raised or it will withdraw its transportation services.
“We are giving the ERB a two day ultimatum in which they should respond to our concerns, failure to which we will withdraw our services from the market.
He alleged that ERB has continued to issue licences to foreign fuel transporters, adding that it has even renewed licences for transporters whose licences had expired despite the minister issuing a directive to the board that it should not renew expired licences for the transporters.
Mr Sabbadini added that some Oil-Marketing Companies (OMCs) has preferred the services of foreign transporters to those of local ones adding that such a move is retrogressive on the part of the local people.
Efforts to get a comment from ERB executive director Lengiwe Lungu failed as she could not be reached on her mobile phone by press time.
Recently, Mr Yaluma gave a directive to ERB to stop the issuance of licences to foreign transporters in the fuel industry and further directed that the board should not renew licences that were about to expire.
The minister said the move was aimed at empowering local transporters as the market had been flooded by foreign transporters.
Furthermore, Mr Sabaddin appealed to ERB to consider increasing the transport rate for the local transporters as the rate has not been increased in a long time, adding that the last time it was increased by 12 percent was on May 29,2010.

Chinese Ambassador to Zambia Yang Youming said Zambia is now China’s eighth major trade partner in Africa as well as a major copper supplier while China is Zambia’s third major trade partner.
“The trade volume between China and Zambia reached US$3.84 billion in 2013 while export from Zambia to China amounted to US$3.11 billion which makes Zambia one of few African countries marinating trade surplus with China,” Mr Yang.
Mr Yang was speaking on Friday when he officiated at the Lawrence Sikutwa and Associates (LSA) Limited group of companies cocktail business party.
He said over 500 Chinese companies are investing and operating their businesses in Zambia in sectors such as mining, construction, manufacturing, agriculture and finance a situation he said has subsequently resulted in the creation of over 50,000 jobs for Zambians.
Mr Yang said there is a lot that Zambia can learn from China through their economic bilateral relations which has made it a major global industrial manufacturer, exporter and investment destination.
“Since the initiation of reforms and opening in the late 1970s, China’s economy has sustained high-speed growth. In 2013, China’s Gross Domestic Product (GDP) reached US$9,300 billion ranking the second in the world,” he said.
The ambassador said the total import-export volume reached US$4,160 billion ranking the first in the world while US$123 billion of the FDI into China is the second largest in the world.
“Zambia would like to share its experience of economic development with Zambia and is willing to invite Zambia to take a lift in China’s high speed economic train so as to strengthen the win-win cooperation between the two countries,” he said.
Earlier, LSA executive chairperson Lawrence Sikutwa described the rapid pace at which China has industrialised and the growth in both industrial output and expansion of services as phenomenal.
Dr Sikutwa said China’s economic growth did not happen by accident but was as a result of good planning and strategy implementation.
“Anyone in business today has China to reckon with; if not as a market or source of supply then as a source of trade finance. There is reason to believe that as her industrial pre-eminence comes to be etched on the world, Shanghai could become a major source of industrial and trade finance,” he said.
Prepare For Retirement, Police Officers Advised
COPPERBELT Commissioner of Police Joyce Kasosa has urged police officers to adequately prepare for retirement to avoid being destitute.
Speaking when she paid a courtesy call on Kitwe district commissioner Elias Kamanga at his office on Wednesday, Ms Kasosa said adequate preparation for retirement was the only way that police officers will avoid inconveniencing their families and the police service once they retire.
She observed that failure by some retired police officers to vacate houses was one of the reasons for the accommodation shortage currently prevailing in the service.
“The shortage of accommodation for police officers results partly from the tendency by retired officers not to leave the police camp houses. Retired officers have a tendency of refusing to be repatriated with police vehicles and instead opt for repatriation in monetary form which takes long to be secured and in the end, results into shortage of houses for serving officers,” she said.
Ms Kasosa observed that retirement was inevitable for every serving officer and that it was imperative for them to prepare for it by investing into building their own accommodation.
However, Ms Kasosa said Government had now started giving police officers housing allowance which enables those that are not accommodated in police camps to rent houses elsewhere.
She also said Government’s investment in infrastructure development, particularly the construction of police houses would cushion the accommodation problem in the long-run.
Ms Kasosa’s comments came in the wake of concerns raised by Mr Kamanga on delays by retired officers to leave police camps.
Mr Kamanga urged the police command to find a lasting solution to the delays by retired police officers to leave camp houses so that serving officers are not inconvenienced.
He said his office would not support the prolonged stay of retired officers or families of deceased officers in police houses.

Nigeria’s popular Prophet T.B. Joshua has declared in his church service today that he will be going to meet the people of South Africa once in a month ‘in memory of the martyrs of faith’ for ministration.
Prophet Joshua made this declaration in his church service on Sunday 21st September 2014.
“Those who are affected in one way or another and those who passed onto glory, their greatest desire is to see that the work of salvation they died and suffered for continues and reaches unreachable places.”
Referring to the biblical principle in Ecclesiastes 3, TB Joshua continued, “There is a time to give and a time to receive. There is a time to laugh and a time to cry. There is a time to be born and a time to die. Thank you for understanding the time that I am in.”
“For that, what they are coming here for should be taken to meet them in their country,” he stated.
“Once in a month, I will be travelling to South Africa to meet people from South Africa and other nations who find South Africa easier to visit, in memory of martyrs of faith,” the cleric stated in a broadcast transmitted live on Emmanuel TV, one of Africa’s most popular television stations.
Joshua quickly countered any insinuation that his visitations will be to challenge other South African churches. “My ministration in South Africa will not be on Sunday so that people will have the opportunity to attend their respective churches,” he explained.
“This kind of faith expressed by South Africans deserves this kind of blessing from God,” he added.
Joshua thanked people for the messages of condolence and encouragement the SCOAN had received from many supporters around the world. “I have been your pastor, preaching to you. Now, it is your turn that you are preaching to me. It is your turn that you are giving back what you have received in terms of preaching, teaching and counselling,” he said.
The cleric acknowledged that the decision would have some adverse effects on Nigeria but insisted it was a ‘revelation from God’ that he must obey.
He further called on the South African government to be involved in organising the monthly meetings to avoid crowd management problem, because thousands of people would be interested in the meetings.

Family Reports Ex-Kitwe Mayor For Defilement
A Family in Kitwe has reported former mayor Divo Katete to police for allegedly defiling their 15-year-old daughter.
Copperbelt police commissioner Joyce Kasosa confirmed the development in an interview yesterday, saying Katete, a businessman, had been reported to police for defilement.
“Yes, I can confirm that I have a report of defilement from Kitwe about Divo Katete. He is supposed to be arrested and I don’t know if he has already been arrested. I cannot give any more details because I am not in the office, but I have that report,” she said.
When contacted, Katete said he had not received any callout from the police and that he was hearing the news from the reporter.
“I don’t know anything about me going to the police or me defiling any girl. In fact, I am hearing it from you. I don’t have any relationship with a younger girl, I am a married man. If I have been reported to the police, then I am waiting for the police to inform me,” he said.
Katete was one of the ‘rebel’ PF members during the MMD regime. He later resigned from the party and joined the MMD. In 2011, Katete contested the Nkana Constituency seat on the MMD ticket.
Man Suffers Endless Erection After Sleeping With Married Woman
Police in Tororo are dumbfounded after a 23-year old man sought help claiming a man whose wife he had slept with had caused him an endless erection for eight straight days.
Simon Peter Olara, a guard attached to HARSH Security Company limited and deployed at Tororo cement industry started experiencing an endless painful erection after having sex with Christine Aboth 23, the wife to Jaffar Wambede, a radio and TV technician in Malaba town.
Aboth, who lives at Greenland trading center, has for the last two weeks been seeing Olaro after bitterly separating with Wambede in June this year.
Wambede had accused her of stealing household property and aborting whenever she conceived.
Olara, groaning in pain, told Malaba police on Tuesday that he had started experiencing the abnormal erection on September 8, 2014 soon after having sex.
He said ever since the erection started, the situation had worsened as he could not even sleep at night.
After failing to receive medical attention at St Anthony’s hospital where doctors advised him to undergo surgery, Olaro was taken to Malaba police by his colleagues, friends and LCI chairperson of Greenland trading center, Maureen Alowo to plead with Wambede to forgive him in case he had a hand in the strange happening.
Aboth told the police that she ran away from Wambedde due to torture leading to miscarriages but promised to return the house hold property she had stolen to save Olara.
She explained that ever since Olara’s abnormal situation, she has been spending sleepless nights as he cries throughout.
She accused the former husband of having a hand in her new fiancée’s condition saying when they were separating, Wambedde assured her that she would never have peace with any other man, an allegation he vehemently denies.
Wambedde said he could not do such a thing to an innocent young man because Aboth is no longer his wife and at best, he has a new wife.
Alowo described the situation as strange occurrence and the first of its kind in her village which is located adjacent to Tororo cement limited.
She said they decided to look for Wambedde after they had failed hospitals and spiritual leaders around.
Alowo pleaded with Wambedde to take back his ex-wife if he was still interested so as to save Olara’s life.
Julius Jingo, the officer in charge of Malaba police station said they had received the complaint and investigations had commenced.
He explained that the allegations by Aboth that Wambedde threatened her on the day of separation could not be taken lightly but instead it would act as a lead to help them establish the truth while he warned the members of the public to desist from witchcraft.
Michael Odongo, the Malaba regional police spokesperson said Wambede’s situation was very tricky since there was no law criminalizing witchcraft and sorcery.
Odongo said after convincing both parties they agreed to consult a witchdoctor in Busesa Iganga district to save the situation and restore Olaro’s life.
