Fifa officials arrested in Zurich

Authorities in Zurich on Wednesday launched an operation to arrest several high-ranking Fifa officials on corruption charges and extradite them to the United States, the New York Times reported.

The Times, citing anonymous law enforcement officials, said the US federal charges include racketeering, money laundering and wire fraud and span two decades of misconduct in soccer’s world governing body. More than 10 officials were expected to be indicted, the newspaper reported.

The officials are in Switzerland for the Fifa Congress, where incumbent Sepp Blatter faces a challenge from Jordan’s Prince Ali Bin Al Hussein in a presidential election on Friday.

Fifa spokesman Walter de Gregorio and Delia Fischer, another spokeswoman for the governing body, were unable to be contacted for verification of the report.

The paper said more than a dozen plain-clothed Swiss law enforcement officials arrived at Zurich’s Baur au Lac hotel early on Wednesday, took keys from the registration desk and headed up to the rooms.

One Fifa official was led by the authorities from his room to a side-door exit of the hotel, the Times said, adding that officials from the body’s powerful executive committee were being targeted.

“We’re struck by just how long this went on for and how it touched nearly every part of what Fifa did,” the Times quoted an unnamed law enforcement official as saying.

“It just seemed to permeate every element of the federation and was just their way of doing business. It seems like this corruption was institutionalized.”

The Times said much of the enquiry was focused on the CONCACAF region, which governs soccer in the North America, Central America and the Caribbean.

The confederation’s former boss Jack Warner was regularly dogged by accusations of corruption before he resigned in 2011, putting an end to investigations of the Trinidadian.

Prosecutors expected to announce the case at a news conference at the Brooklyn US attorney’s office, which is leading the investigation on Wednesday, the Wall Street Journal said in a separate report.

US Attorney General Loretta Lynch, Federal Bureau of Investigation Director James Comey and Internal Revenue Service criminal chief Richard Weber were expected to appear in Brooklyn to announce the case, the WSJ said.

The reports offer a fresh blow to the credibility of Fifa, which has suffered repeated accusations of wrongdoing over the bidding process for the 2018 and 2022 World Cups, which were awarded to Qatar and Russiar espectively.

Fifa appointed an independent investigator to look into the allegations and though a summary of his report found some wrongdoing on the part of the Qatari and Russian bid committees, Fifa’s ethics judge concluded it wasn’t enough to question the entire process.

The investigator, former attorney Michael Garcia, subsequently resigned from his role in December after criticising the handling of his report.

Four Die in Kabwe Bus Accident

FOUR people have died on the spot in a road traffic accident involving a Lusaka bound Power Tools bus while 26 others are admitted to Kabwe General Hospital.

ZANIS in Kabwe reports that the accident happened near Chindwin Barracks last evening. Head of Clinical Care at Kabwe General Hospital Victor Kusweje confirmed to ZANIS that one male and three females died on the spot while 26 others are admitted to the hospital.

Dr Kusweje told Central Province Minister Davis Chisopa that the 26 admitted to the hospital were all in a stable condition.

And some of the accident victims spoken to by ZANIS at the hospital explained that the accident happened when the bus driver tried to avoid hitting a cyclist and in the process collided head on with a truck and overturned.

Meanwhile, Central Province Minister Davis Chisopa who rushed to the accident scene with Kabwe District Commissioner Patrick Chishala described the accident as unfortunate.

Lafarge To Forcefully Award 5% as salary increament against 432 Million 2015 profit made

President Lungu on Labor Day urged investors not to take Zambian workers for granted, but that they must improve workers conditions of service.
Lafarge cement has up to now not paid its unionized workers  there salary increment, they have from January  only offered 5% increment on unionized workers salaries which comes to K170 for majority of its employees. Other companies which are not doing as good as lafarge in terms of profits are paying far much better.
Lafarge recently announced a K432 million profit made this year, but are only willing to give a 5% increment saying they have no Money for our increment as this profit is for the French people.
Mr Shamenda, why have you turned your blind eye and deaf ears to the long cry of lafarge employees? Why can’t you come and find out for yoself from the employees themselves?
Don’t go to the top office bearers, they will bribe you, they are always protecting their Jobs.
The Ministry of Labor is dead, non functional. Is Shamenda alive or he is busy preparing to become the next Liato? The new MD Mr Emmanuel Regaux has also been misled by a bunch of these selfish inhuman Zambian managers we have..typical traitors.
What they are promised when they exploit us we don’t know we don’t know. This Lafarge MD does not even respect our labor laws, he says he is here to make huge Profits and not to pay us well.
Last year they gave a 12% increment on paper but only paid 3% of the 12% negotiated and signed for. 3% is what appeared on the payslips. The other 9% is unexplained for.  The Ministry of labor knows but they are quiet.
Now the managers who are tasked to negotiate with the unions are being caught up in thefts of millions of kwacha, when on table they were busy telling union officials that the company has no money. How come they are stealing millions of kwacha when there is no money?
The new Lafarge HR Director Techra Milambo is very bad, short tempered and unprofessional, the lady doesn’t understand her job well. She is drunk with power, K60,000 salary, K7000 weekend allowance and a 100% education support for her children at any expensive school. She lacks necessary experience in this field of HR.
Why doesn’t our Govnt have laws to punish those not following labour laws, seriously how can we allow salary negotiations to go as far as June and still not concluded? We have a lot of issues that are not right in our conditions of service. We see how Lafarge spends huge amounts of monies on unnecessary things but fails to pay workers well. Is it slavery?

Survey Reveals 89% of Zambian Women Condone GBV

The Afro Barometer survey on the prevalence of Gender Based Violence (GBV) in the country has revealed that 89% of Zambian women condone physical violence by those closest to them.
The report shows that wives strongly agree that husbands have the right to punish them as a form of discipline, a clear indication that such beliefs are deeply embedded in the Zambian society.
The report also shows that 90% of people with no formal education approve wife battering.
And Speaking in Lusaka today during the dissemination of results, Rural net Associates Limited vice Chief Executive officer Fison Mujenja says the survey also revealed that there is no difference between urban and rural women in condoning wife battering as they equally condone it.
Mr. Mujenja whose organisation is leading the Afro barometer team in Zambia says education and religion have not helped much in changing attitudes towards GBV against women and children and especially wife battering.
He adds that there is need for more awareness programs that will help wives understand that GBV is a crime which should not be condoned.
Mr. Mujenja has further called for concerted efforts in the fight against GBV if cases have to be reduced.
Afro barometer is an African led non partisan research network that conducts public attitude surveys on democracy, governance, economic conditions and other related issues across Africa.

A UGANDAN national fined for illegal stay in the country, said he could not renew his residence permit at the right time as he was recovering from circumcision surgery.
Joseph Mungwere, 26, who has been on wanted list for eluding law enforcers, has been fined K3,000 by the Livingstone Magistrate’s Court for remaining in the country after expiration of his permit.
The convict, who was appearing before magistrate Benjamin Mwelwa, said he could not renew his residence permit because he was recovering from a circumcision operation he had undergone.
Mungwere, who was charged with remaining in Zambia after the expiry of his permit, said he was ready to show his recuperating genitals to the court as evidence.
It is alleged that on dates unknown but between March 20 and May 20 this year, in Livingstone, Mungwere entered the country through Sakanya border post.
At the border post, he was given a temporary resident permit which has since  expired but he has not renewed it.
The state told the court that the convict has been on the wanted list of the Immigration Department for a long time.
Facts in court stated that Mungwere has been eluding officers from Immigration Department who have been looking for him over his illegal stay in the country. In mitigation, the accused told the court he failed to renew his residence permit because he had undergone circumcision at the time in question.
“I have been circumcised and this happened at the time I wanted to go and renew my permit, it was not deliberate. I want to show the court that my genitals are not yet healed,” he said.
Mungwere said he came to Zambia to help a friend who was in prison but unfortunately he fell sick.
“I have never been elusive as purported by the prosecution because at the time in question I was in Congo, and I have never been on the run in Zambia,” he said.
In sentencing the accused, magistrate Mwelwa said he had considered Mungwere’s mitigation and that he was a first offender.
“I  will fine you K3,000 forthwith which means  you have to pay the money today, or,in default, you will go to prison for nine months.You are hereby reminded of your right to appeal to the High Court within 14 days,” he said.

Swedish Government Unblocks Millions In Health Aid For Zambia Projects

Stockholm, Sweden. 27th May 2015—The Swedish government, one of Zambia’s closest development allies has unblocked up to 400 million Swedish Kroners (sek), which amounts to about US$47,3million meant for improving the Zambian health sector.
The money must be directed towards projects that will reduce the number or deaths among babies and mothers, including tackling other reproductive health challenges.
The release of the money ends a six-year old dry spell of health aid freeze by Sweden to Zambia after the Nordic country raised concerns regarding financial misapplication, a situation which has changed and revived the corporating partner’s hopes that, under President Edgar Lungu, the aid will go towards saving babies and mothers, as intended by the donor country.
Under the agreement, Zambia shall receive an initial 69 million sek, for the programme that will run for a four year period starting from 2015-2019.
The assistance from the Swedish government is being extended to Zambia jointly with the Department for International Development (DFID), the development arm of the United Kingdom, as more Donor countries resume, or boost assistance to Zambia following President Lungu’s popular poll on 20th January 2015.
The Swedish pack in the assistance is 400million sek, money which will compliment well, existing Zambian health funded projects and reduce mortality rates among mothers and babies significantly, in line with the President Lungu campaign promises.
The support will focus on reproductive, maternal, neo-natal, child and adolescent health.
Sweden is currently “reviewing various assessments” to ensure that the aid works well for both Zambia and themselves as a key partner.
A Swedish government team will soon travel to Lusaka to discuss with relevant ministries, how to complete the finance process and ensure procurement and other issues are properly in place and acceptable to both partner countries for finalisation.

Background

Zambia’s health aid from Sweden dipped to an all-time low in 2009 following misapplication of funds in the middle of a five-year agreement (2006-10) for the health sector with the government worth about half a billion SEK (or the equivalent in Kwacha).
The unfortunate development threw the Swedish programme into disarray and funds disbursed were halted for the next following two and half years.
With the renewed vigour to fight corruption under the new leadership of President Edgar Chagwa Lungu, Sweden-Zambia relations are brightening up yet again and ostensibly rising to a new high.
President Lungu has recently met face to face, the Swedish Prime Minister Stefan Löfven at the African Union meeting in Addis Ababa, Ethiopia where the two discussed further corporation and possible state visits to boost the two countries 50 year old ties.
The release of this huge chunk of money for health is being seen by pundits as a clear show of confidence that “on President Lungu’s watch,” tax-payers money, local or aid related, shall not be misapplied.”
On Tuesday, 26th May 2015, President Edgar Lungu, in yet another public show of commitment towards fighting graft held a high-level State House meeting with the entire board of the Anti-Corruption Commission (ACC) to discuss the scourge of corruption.
Roswin Wandi, the ACC Director General, and Chairperson Judge Timothy Kabalata attended the high level meeting.
Mr Amos Chanda, President Lungu’s Special Assistant for Press and Public Relations said the meeting, he too attended discussed a “wide range of issues aimed at improving strategies and policies to fight corruption.”
Mr Chanda said President Lungu’s resolve to fight corruption and sectional interests in Zambia has not and will not slow down under his leadership as he detests interests groups benefitting at the expense of the majority of Zambians.
Mr Chanda said President Lungu campaigned on the platform of dismantling cartels and special interests that deprived the majority and that direction has not changed.
Zambia and Sweden enjoy extremely warm relations and have corporated in various fields for 50 years now. Unblocking of the support ostensibly signifies the upping of the tempo in the relations of the two countries. Sweden is in the Top Five countries with the highest quality of life in the whole world, especially in health according to the influential OECD or Organisation for Economic Corporation and Development, which measures standards of quality of living scientifically.

2016 Budget Formulation Preps Commence

The Ministry of Finance has commenced preparations for the 2016 National Budget and the 2016-2018 Medium Term Expenditure Framework[MTEF].

Secretary to the Treasury Fredson Yamba in a statement says members of the public are invited to submit proposals for Tax and Non-Tax Revenue Policy for the 2016 Budget.

Mr Yamba says the consultation period, ending 31st July, 2015 has been set to ensure that all citizens, including the youth, women groups, the private sector, and other interest groups participate in the formulation of the 2016 Budget and the 2016 to 2018 MTEF.

He says the Ministry is steadfast in its resolve to ensure citizen ownership of the 2016 National Budget, and that in this regard, all interested parties, especially those representing interest groups, are encouraged to ensure that internal peer consultations are conducted.

Mr Yamba states that the process is a non-partisan mission, but a pragmatic search for tax and non-tax policy consolidation, widespread employment creation, promotion of the greater well-being of the people of Zambia, and reinforcement of Zambia’s attractiveness as a preferred destination for long-term investment.

He has also emphasized that the proposals submitted to the Ministry must be clearly outlined proposed measures with justification and outcomes, outline anomalies in current statutes which are proposed to be corrected and justify expected improved outcomes, especially in revenue collection.


Fifa Corruption Inquiry: Sepp Blatter Defies Calls To Quit

Fifa president Sepp Blatter has told an emergency meeting of football’s governing body he will not quit, amid growing political pressure over a corruption scandal.

Seven top Fifa officials were arrested in Zurich on Wednesday, among 14 people indicted by US prosecutors.

UK PM David Cameron urged Mr Blatter to resign but Russian President Vladimir Putin has backed him for a fifth term.

Fifa’s congress has opened. The vote for president will go ahead on Friday.

Michel Platini, the head of Uefa, the European football governing body, had asked Mr Blatter to resign after the crisis talks in Zurich, which involved heads of the six international confederations. The president refused.

Mr Platini later said that if Mr Blatter were re-elected, Uefa might have to discuss its relations with Fifa.

Key sponsors have expressed concern over twin corruption investigations by both the US and Swiss authorities.

MMD Advised Against Selling Itself to PF

Zambian Voice Executive Director Chilufya Tayali has advised the MMD against selling itself to the ruling Patriotic Front, stating that the former ruling party can still offer a good challenge to the PF if united with the infusion of fresh blood.

Mr Tayali says the divisions in the MMD are a creation of former President Rupiah Banda who still has loyalists in the former ruling party.

He says people like former MMD National Secretary Muhabi Lungu have a responsibility to stick around MMD and reunite with party President Nevers Mumba in spite on his leadership flaws.

Mr Tayali states that the MMD needs reunite and then go for a convention.

He says despite the difficulties the former ruling party is going through, it remains an admirable party in Zambia’s history after spearheading the reintroduction of multiparty democracy and putting the country back on track after the economic malaise of the 1980s.

Mr Tayali adds that unlike other political parties which were formed an centred on individuals, the MMD was formed by a number of people as a movement, and is not owned by one person but belong to its members collectively.

He says the MMD can therefore be revived especially by young people because it is among the parties where young people can join and aspire for any leadership position due to its solid constitution and democratic selection of leaders.

Mr Tayali states that the MMD should therefore not sale itself to the PF which he says is suffering from identity crisis after the death of President Michael Sata.

KITWE District Aids Task Force chairperson Chikafuna Banda says 1,000 people test positive for HIV in the area every month.
Dr Banda said yesterday that 8,000 people undergo HIV testing in Kitwe every month of which 1,000 test positive.
He said there is need to intensify sensitisation campaigns to stop the spread of HIV and AIDS.
Dr Banda was speaking during a preparatory stakeholders meeting for the 2015 national voluntary counselling and testing (VCT) day to be held under the theme: “Universal access to annual HIV counselling and testing.”
“We have about 8,000 people who are tested in Kitwe for HIV every month, and out of this number, 1,000 test positive. These are true statistics. There is something that we are not doing,” Dr Banda said.
He said the latest statistics call for more funding towards the fight against HIV and AIDS.
Dr Banda said counselling and testing should also receive special attention so that people who test positive are counselled on how to look after themselves and to avoid infecting others.
Dr Banda said concerted efforts are needed for Kitwe to have zero new HIV infections.
“Kitwe is positive that the HIV prevalence rate will be lowered further towards zero new infections with commitment and focus,” Dr Banda said.
And Copperbelt AIDS co-ordination advisor Violet Mongeza said the region has the highest HIV prevalence rate in the country at 18 percent.
“We cannot run away from this fact that there is a lot of unprotected sex. Women are sleeping with fellow women, men the same. And in prisons, we can’t ignore that there is sex among the [male] inmates,” she said.
Mrs Mongeza said stakeholders’ participation to reduce the levels of infection is needed.

Lungu Dissolves PF Central Committee

President Edgar Lungu has dissolved the ruling Patriotic Front‘s Central Committee.
Only party Chairperson for Elections Emmanuel Mpakata has been spared by the dissolution.
PF Deputy Secretary General Mumbi Phiri has told journalists in Lusaka today that Mr. Mpakata has been maintained to oversee internal party elections.
Ms Phiri says once the by-elections are done, Mr. Mpakata will also leave his position as President Edgar Lungu reconstitutes the ruling party’s supreme organ.
Ms Phiri explains that the PF President has powers to dissolve the Central Committee and appoint new members he wants to work with.
She says this is why President Lungu has decided to dissolve the current Central Committee.

Court Acquits Tayali, ‘I Will Continue Moving With A Condom’ He Says

Zambian Voice Executive Director Chilufya Tayali this morning walked to freedom after Lusaka Magistrate William Banda acquitted him on one count of rape for having unlawful carnal knowledge with Ruth Zulu.
And Tayali says his rape case trial had taught him valuable life lessons on how to interact with the opposite sex.
Speaking after judgement was passed in a jam packed courtroom, the visibly relieved Tayali says the case appeals to his conscious and moral standing in society.
“At persona level, what have learnt is that of course, this case appeals to my moral standing, it does appeal to my moral standing and how do I relate to my female counterparts” Tayali told the dozens of journalist that had swamped around him for an interview.
The Zambian Voice Executive further said he had a lot of respect for women and his experience would not transform him into harbouring malice toward the women folk.
And Tayali sent people in laughter when he assured condom manufacturers they would not run out of business as long as he was a free man. Asked on how he would not behave on a personal level, Tayali said he would continue moving around with a condom just in case he hit the jack pot as he conducts his day to day business.
“And I also still insist that I will never stop moving with my condom, protection is always important” Tayali said as onlookers burst into laughter.


Zambia Among World’s Most Unequal Countries – Report

ZAMBIA has been listed among 10 of the world’s most unequal countries.
According to the Gini Coefficient Index (a standard measure of income equality), the 10 most unequal countries in the world are: South Africa (65), Namibia (61.3), Botswana (60.5), Zambia (57.5), Honduras (57.4), Central African Republic (56.3), Lesotho (54.2), Colombia (53.2), Brazil (52.7) and Guatemala (52.4).
The African Development Bank Group (AfDB) said in its 2014 annual report released yesterday that for a continent which has consistently posted robust economic growth in the past decade, recent reports that the continent is the bastion of inequality recording 42.6 on the GNI is quite disturbing.
The GNI provides evidence suggesting that rich Africans, who account for less than five percent of the population, hold about 20 percent of total income while the poor who account for 60.8 percent of the population own 36.5 percent of the continent’s total income.
“Africa is the world’s most unequal continent after Latin America. Six of the 10 most unequal countries are in Africa,” the African Development AfDB said in its 2014 annual report released on Wednesday at its annual meetings in Abidjan, Ivory Coast.
The AfDB acknowledges that while Africa has grown at an unprecedented pace in the past decade, the benefits of the economic resurgence have not been broadly shared.
“Instead, growth has been concentrated in particular sectors or geographical areas within countries, excluding large sections of people,” the AfDB says.
The AfDB argues that growth must be more inclusive in order to lift the majority of Africans out of poverty by creating employment opportunities through a better business and investment climate that enables the private sector to thrive; and connecting remote areas to growth poles through better infrastructure and deeper regional integration within countries and across national borders.
In addition, effective transformation of Africa’s natural wealth into created wealth, including building human capital and skills and addressing climate change to ensure a smooth transition towards an environmentally sustainable growth path, would further promote inclusive growth.
The AfDB defines inclusive growth as economic growth that results in a wider access to sustainable livelihood opportunities for a broader number of people, regions, or countries, while protecting the vulnerable, all in an environment of fairness, equity, and political plurality.
These concerns were addressed in the AfDB’s 2013-2022 10-year strategy which focuses on infrastructure development, regional economic integration, private sector development, governance and accountability, skills and technology as the main channels through which the ban will deliver its work and improve the quality of growth in Africa. It will also seek new and creative ways of mobilising resources to support Africa’s transformation, especially by leveraging its own resources.
Wider use of public-private partnerships, co-financing arrangements and risk-mitigation instruments will also attract investors.

A PSYCHO-SOCIAL counsellor at Choma District Hospital says teenagers should have access to information and reproductive health services to safeguard maternal health.
Mary Mwanakufa has observed that some sexually active teenagers find it difficult to abstain, hence the need to ensure that they have access to reproductive health services.
“Teenagers are sexually active and we have observed that even when you advise them on the importance of abstinence, they do not listen, they still have sex. Some of the young girls even end up pregnant, while others resort to abortion,” she said.
Ms Mwanakufa said this to the wife of Minister of Transport, Works, Supply and Communications Yamfwa Mukanga, Elizabeth, when she toured the New Start Centre in Choma.
Ms Mwanakufa, who is also a counsellor in the prevention of mother-to child-transmission (of HIV) programme, noted that girls as young as 15 have been visiting health centres to access contraceptives.

He, however, admitted that Zambia are a good team and beating them will not be easy.
“Zambia is a good team and in the first match we expected them to play a tight game and that’s how they played. That draw we got in Botswana favours us to go through,” he said.
The Tswanas arrived in Lusaka on Thursday afternoon and trained at Sunset Stadium yesterday morning.

A legislator and minister was watching a po*nographic video on his mobile phone during a lower house session, said TV channel SBT, which recorded and distributed images of his activity.

The legislator, João Rodrigues, of the ruling Social Democratic Party, appears to be watching a video on his phone during Wednesday’s session, hidden under his desk, and at times even appears to share it with other legislators who approach his seat.

caught-watching-p0rnSBT also released an image on Thursday of what it recorded from his mobile screen, allegedly of women “in obscene positions, very obscene”.

At the time of the incident, the Chamber of Deputies was in full session debating and voting on electoral reform.

Rodrigues, on Facebook, said he received the video through a group conversation on Whatsapp and was on the verge of deleting it.

“I participate in nearly a hundred groups on WhatsApp and during the day I search and separate the wheat from the chaff. What interests me I keep or forward and what doesn’t interest me, I delete. It was just what I was doing, erasing the rubbish,” he explained.

The legislator said that not only did he erase the video, but also blocked the sender as the video annoyed him.

While he was watching the video, Rodrigues had on his desk an invitation to attend a mass at the headquarters of Bishops of Brazil, reported SBT.
